General News: Village Meeting Focuses on Filming in COH

May 24, 2013

 By Joseph Oliveto

The Cornwall-on-Hudson Board of Trustees met at Village Hall on Monday night, May 20, for its monthly Business Meeting.

The meeting began with two public hearings, one on Municipal Separate Storm Sewer Systems, and another on Community Development Block Grants. No one in attendance commented on either issue.

During the public comment portion, a resident urged the Trustees to actively seek ways to beautify the entrance to the Village, citing the popularity of the Bike and Hike program as a reason to be mindful of the Village’s appearance.

The Trustees devoted much discussion to a resolution which would permit Columbia Pictures to film in Donahue Park. Although the filming would only last one day, it would involve a very large crew, and the Trustees want to ensure that the studio provides a security deposit that would cover the costs of police presence and any possible work that needs to be done on the park when the crew departs.

The Summer Recreation program was set to begin on June 8, though the search for someone to run the program has not been completed.

Bandstand concerts will begin on June 4.

The Bike and Hike program, however, has not been given a start date yet. Mayor Coyne mentioned that the matter is still being discussed.

Comments:

I'll make a guess that C-O-H won't come close to being prepared for the magnitude of a motion picture company coming to shoot here, even for a day. Also, the fees that production companies are prepared to shell out for prime locations such as Donahue Park will probably go uncollected. A municipality with no clue how these productions operate is not only making life extremely inconvenient for residents, but is also not being adequately compensated financially for the disruption.

For those who don't already know it, Rick Gioia knows exactly what he's talking about, because working as part of major film productions is what he does for a living. I was a filmwriter for 25 years and also saw the magnitude of even small documentary projects and agree entirely with Gioia. As would anybody who has ever lived in Manhattan and had even a second-rate TV series shoot on their block. ("You want to go home? Sorry, no can do, we're shooting. We'll be done late tonight and your cats will be just fine until then. Call a cop? Be my guest. We have all the permits we need. In fact the cops are working for us..")

I know the Mayor has had this bee in his bonnet ever since he first campaigned--getting Hollywood to come to Cornwall, and good on him--but we shouldn't approach it naively. If I were Brendan Coyne, I'd call Gioia rat quick.
