General News: DEC to Assess Shore Road Landfill

The Department of Environmental Conservation is looking into the site of the DPW building and claims that waste excavated from the site during the construction of the building was improperly disposed.

In a letter to Cornwall-on-Hudson Mayor Brendan Coyne, Regional Solid Waste Geologist Steven Parisio outlined two major issues brought to the DEC by the public. According to village Ttustee Andrew Argenio, a resident, Jan Smith, contacted the DEC about the issues. The first concern, Parisio wrote, is that the planned renovations to the DPW building may result in disturbance of the closed landfill. His second is that the waste excavated during construction of the building in 2005 was dumped at the small park along Bayview Avenue just before Dock Hill Road.

Coyne said he received the email from the DEC geologist Tuesday and responded the same day because he felt the claims in the letter were misinformed.

The Mayor told the DEC that the village had in fact moved leaves and branches from the top of the landfill, and not material from within it, to the Bayview Avenue site. He went on to say that the materials excavated from the site during construction were backfilled after the foundation footing was poured. An additional three-to-four feet of fill was added to that, the letter stated.

Coyne also pointed out that the village had contacted the DEC two weeks ago to inform it of the proposed project and to inquire about any special measures the village needed to address.

Coyne said the project requires written authorization and that he’s talked with DEC Regional Director Willie Janeway, who would likely be meeting with him soon.

In its letter, the DEC described how solid waste from an inactive landfill may only be disposed of in authorized place due to concerns about public health and safety.

also let me help this is directly from the letter.Inactive landfills which are not impacting the environment and were closed in accordance with the
regulations in effect at the time during which they last operated are not regulated unless they are excavated,
encroached upon or otherwise disturbed. Post-closure uses and site developments on inactive municipal
solid waste landfills raise concerns for public health/safety and the environment and may only be
undertaken after written authorization has been granted by this Department.
