General News: Village Poised to Dissolve Assessment Duties

November 17, 2011

By Charlie B. Scirbona

The Village of Cornwall-on-Hudson is looking to drop its status as a tax assessment unit after it was unable to get enough volunteers to serve on its board of assessment review, which should have been held on Tuesday.

The Village Board of trustees discussed merging the village’s tax grievance day with the town after the members were told they couldn’t get enough volunteers to legally form a board of assessment review. Mayor Brendan Coyne said they had only one volunteer, while the assessment board requires at least three members.

The village already adopts the town’s tax roll each year, with the village mayor acting as an assessor for any changes that need to be made from year-to-year.

Village Clerk Jeanne Mahoney said that she was able to contact about two-thirds of the village residents who had sent in grievance applications after she was excused from the village board meeting Monday. She added that she still took an application on Tuesday as required by state law.

All grievance applications will be passed on to the county, Mahoney explained, saying that in this instance the county treasurer, county legislature chairman and county legislature clerk will act as the board of assessment review.

During its meeting, the village board seemed to be in agreement that the village should no longer hold a tax assessment review board.

“The time is ripe now, especially because we can’t even seat a board, to remove ourselves as a tax assessment unit,” said Deputy Mayor Mark Edsall.
