General News: Town to Add 'Bite' to Dog Laws

The Cornwall Town Board is working to strengthen local Dog laws.

The Cornwall Town Board discussed proposed changes to local dog law Monday, which would add more specific language concerning certain barking, dogs running at large and ownership age.

“No pun intended, but these changes will give our local law teeth,” said Town Attorney Steven Gaba.

The changes include specific time lengths for barking dogs to be considered unlawful. The current law describes barking dogs being unlawful if a person considers it unreasonable and habitually annoying. The addition would define unlawful barking as happing for 10 minutes or more continually with 4 minutes or less between barking stints.

The new language would also raise the ownership and adoption age from 18 to 21, and add an increased fine structure for dogs running at large.

The board will vote on a resolution to set a public hearing for the changes to the law at the business meeting on August 8.



Comments:

Good idea to refine the language to include defined time limits and duration. This will allow someone to simply take a cell phone video to use as proof, rather than leaving a complaint like this open to interpretation of what is or is not "annoying."

Upping the adoption age, though? How is it that you can volunteer to go to Iraq to have both legs removed by an IED, but you can't buy a 6-pack or, now, adopt a dog in C-wall?
