General News: Taylor Biomass Agreement On Hold

The village is putting a potential agreement with Taylor Biomass for municipal waste disposal on hold.

During the Monday work session, Cornwall-on-Hudson Mayor Brendan Coyne said he hadn’t sent the letter of intent that the board approved in June because he and the board had reservations about the contract.

When the representative for Taylor, James Rollins, presented the company’s proposal to the board during its June work session he explained that the board had until the end of June to sign the contract.

Taylor Biomass is offering a 20-year contract to dispose of the village’s organic and inorganic waste at the gasification plant the company is building in Montgomery. The company would charge the village $66 per ton, which is $15 less than the current deal with the county. The company is also working out a contract with Orange County for it’s waste disposal.

Village Trustee Barbara Gosda was concerned that the agreement with Taylor didn’t have anyway to opt out of the agreement if a better deal was offered by another group sometime in the future. The deal does include an opt-out clause in the event the project fails for any reason.

As of Tuesday afternoon, Coyne said he had received a revised version of the contract and would be distributing it to the board and the village attorney to review. Coyne said the new contract didn’t include an opt-out clause because the Untied States Department of Energy had heavily invested in the project.

“I don’t know what will happen next,” said Coyne. “I want to be diligent with this, I don’t want to get tied into a decision that wouldn’t be the best for the village,” he said.



Comments:

$66.00 a ton. Per day, week, month, year? What? What is the average tonnage? How much would the village save in 20 years? Will the cost never go up? And what about the loyal village employees who do the job now faithfully in ANY weather? What about those guys? Now isn't the time to farm out jobs.

Jack,
I dont think they propose to do the routine pick-up. It is where the refuse is disposed. Good to see we are taking it slow, but I like the idea of what Taylor is doing and hope a reasonable contract can be mutually beneficial.
