General News: Trustees Question Village Mayor on Audit

Two village trustees are calling foul on a financial audit being done in the village.

Village trustees Andrew Argenio and Barbara Gosda noticed there was an audit going on while they were at Village Hall recently, however they had never taken a vote to bring in an outside contractor. , like the accounting firm Nugent & Haeussler.

“We had budgeted the money for this audit and had gotten a proposal at the May 9 work session, but we never had any discussion on the matter,” said Gosda. Argenio echoed Gosda’s remark and added that he felt the board could have gotten more proposals before any decision was made. They said the accounting firm of Nugetnt & Haeussler submitted a proposal but that they were not part of the decision to hire the company for the audit.

Gosda also worried about spending the money for the outside audit when the New York State Comptrollers’ report is due out in a couple of months and would likely require the village to spend money to fix issues then as well.

The financial audit of the village isn’t a mandated practice, and in the past few years has not been included in the budget to save money according to Gosda. While she felt there was a need for the village to conduct an audit this year, Gosda said that she was disappointed overall that there was no discussion or vote on the matter.

Village clerk Jeanne Mahoney said that the former treasurer asked for proposals from auditors before his position was eliminated and that the previous board as well as the state comptrollers’ office agreed that the work needed to be done.

The proposal from Nugent & Haeussler specifies the work to be done, how long it will take and when the report will be finished. Mahoney said that the board members had the letter from the firm by May 6 and that included in that proposal was a set start date of May 31.

Village Mayor Brendan Coyne said that Argenio and Gosda had a chance to discuss the matter during the May work session. He added that he wasn’t sure if the matter needed a board vote.

“To me it’s a matter that needs to be taken care of,” said Coyne. “ I’m here to take care of business.”



Comments:

Section 5-520 states that you need board approval prior to spending money. The village lawyer indicated to me that you need board approval. This is $34,500, not a small sum. We have about $20,000 in the current budget for an audit in this year. This work that is occuring now is for 08-09 and 09-10.

Our recent vote was a notice to the village officers to stop the back-and-forth, political, "gotcha" catfighting and just work together and get the job done! Ron Tulloch
