General News: Update on Soil Testing at DPW Site

In June of 2005, then-village Mayor Ed Moulton reported on the status of the soil tests at the site of the future DPW garage on Shore Road.

At a public hearing, Moulton said that Advanced Testing of Montgomery had conducted a soil-bearing test a few weeks earlier. He also reported that the test indicated that with “the exception of one corner which will require additional strengthening, the site is suitable for the type of construction being proposed. In addition, test borings were considered but are cost prohibitive.”

At the same hearing, trustee Peter Miller added that “Advanced Testing has certified that their load bearing tests show the soil exceeds 23 times the required p.s.f. capacity necessary for this type of structure. At the ‘weak point’ of the site, the soil exceeds 6 times the required p.s.f,” Miller said, according to the meeting minutes.

Efforts to retrieve a copy of the results of the Advanced Testing soil test are being delayed because the records are currently off-limits in the records room of the DPW garage.



Comments:

There hasn't been an earthquake. Whether they're in Mr. Protter's office or on Shore Rd, the documents can be retrieved.

The story they tell will help address the immediate problem of determining whether the building is sound.

But there remains the unanswered question, which is at the root of all this: why were the safeguards in the construction process evaded?
