General News: Mayor Wants Voice on County Water Authority

Cornwall-on-Hudson Mayor Joseph Gross is writing a letter to the Orange County Water Authority (OCWA) asking that a representative of a municipality with water resources be appointed to the OCWA board.

At the village board meeting on Monday, mayor said he feels strongly about having a municipal representative on the board that is now dominated by individuals tied to development.

“My goal is not to relinquish, but to control, our water resources,”  he told his fellow board members on Monday.

The water authority is currently working on a water master plan that forecasts a water shortage for six Orange County communities by 2019. It proposes that Washingtonville prepare for that shortage by connecting to the Cornwall-on-Hudson water supply via a pipeline that would cost $6 million to build. 

The plan notes that all proposals are subject to approval by the local municipalities. Simon Gruber, a village resident and consultant to the water authority, told the board that the water master plan will be discussed this month by the Orange County Planning Board and will eventually come before the county legislature, which would hold a public hearing before adopting a plan.

Mayor Gross later explained that he believes that protecting the village’s water supply “is the most pressing issue we are facing as a community.”   Topping his list of water concerns is a proposal from the village of Kiryas Joel to build a pipeline that could tap into the aquifer the village gets water from in Mountainville.

Currently Orange County has filed an Article 78 petition challenging an environmental review that is necessary for the pipeline project to move ahead.

Thank you Ms. Editor. I was about to respond to the anonymous post, with a question for him/her. First, I agree with the mayor that the village's representation on the OCWA is vital for us. Secondly, the anonymous poster referred to "special interest groups" vis-a-vis the county government. I was going to ask for clarification, since I'm not sure what he/she meant by that. Can anybody out there offer some input?
