General News: Village Seeks to Change Residency Law

The village of Cornwall-on-Hudson wants to hire a new treasurer but first it has to change the requirement that a non-elected village officer must live within the limits of Orange County.

Ralph Walters has served the village as treasurer for 12 years but Mayor Joseph Gross says that he wants to hire a new treasurer who may have “other talents.”   Walters was not re-appointed to the treasurer position at the village re-organization session in April but he has continued in the position.

The village board has been interviewing candidates for the part-time position for several months and Mayor Gross says the board is ready to hire a new treasurer by the end of July. 

First, the local residency law must be changed and to do that, the board has set a public hearing for July 27.   The new law would allow a non-elected village officer, which includes the clerk, deputy clerk, treasurer and deputy treasurer, to live in any county that borders Orange, or 30 miles from the village.

When discussing the new law at the board meeting on Monday, Mayor Gross noted that it will rectify an existing violation of the current law.  It turns out that current treasurer Walters lives just over the line in Ulster County and that, until now, no one noticed that he violated the residency requirement.

Before looking outside our county has the town taken every measure to find suitable candidates. If the answer has been consistent over a number of years than I would say looking outside our county might be reasonable. However, if every measure to find good candidate has not be utilized then I see no reason to change the residency law.

If the board is ready to hire someone by the end of July then it might be fair to assume the candidate that is being considered likely lives outside the county. When we look to buy, dine or shop on line, we have a responsibilty to our local community. We have alot of talent right in our own back yard.

I can assure Mr. Kane and Ms. McGrade that the village board takes this issue seriously. This has not been an impetuous process. Our obligation to village residents is to provide expertise, competence, accountability, and value in filling a postion of such crucial importance. Thanks for your comments.
