 Playgrounds, sidewalks to see improvements

Two member item grants awarded to Cornwall by the state legislature, one good for $75,000 in neighborhood sidewalk improvements, and the other worth $25,000 that will be spent on excavating and  pavers to link the town pool and playground nestled behind town hall.

“They’re getting leaner and leaner now,” said Quigley of the member item grants Cornwall has been receiving for years. “But we’re told that we’re good for [these two items.]”

Hazen Street will be among the streets to receive needed sidewalk repairs, Quigley said, with other areas to be determined by the superintendent of highways.

A paved sidewalk, creating a pathway between the playground area and town pool, is also in the works for this spring, Quigley said.

Town Board Opposes MTA Payroll Tax

The Cornwall Town Board has now joined several municipalities in voicing opposition to a new payroll tax proposed by the Metropolitan Transit Authority.

Introduced to help pay-down the MTA’s $1.2 billion debt, the so-called “mobility tax” would affect 12 counties in the metro-New York area, including Orange County, and for local employers would amount to 33 cents on every $100 of employee payroll.

Board members agreed Monday night that the MTA should not impose a blanket tax on all business owners in the metro New York area but should instead tax individuals based on their MTA usage. A resolution expressing the board’s position was unanimously passed and will be sent to state officials for their review.

The village board passed a similar resolution last month.

Police Department to Upgrade Computers, Fingerprinting Methods

The Town of Cornwall Police will soon use state grant funds to furnish the department with $5,900 in computer server upgrades and a $16,000 fingerprint scanner, which the state will require as of January 2010.

As an alternative, the Cornwall police could take those arrested to a neighboring agency to be finger-printed, stated Police Chief Todd Hazard in a letter to the board. Yet board members agreed that the scanner is needed and a wise use of state grant monies for the estimated 85 arrests town police make each year.

“It’s the way of the future,” Supervisor Quigley said. “I don’t see any way around it.”

Ethics Board Member Needed
Applications are now being accepted through April 6 for the town board of ethics seat recently vacated by member Thomas A. Shepard.
A member is needed to fulfill the rest of Shepard’s current term, which extends through December 2009. The chosen applicant could then be reappointed for a 5-year term.
Interested applicants should send a letter of interest, including contact information, to Town Supervisor Kevin Quigley’s attention, by mail at 183 Main St., Cornwall, NY; by fax at 845-534-4342, or by e-mail at [email protected].
