General News: Revised Village Budget Released

After meeting with department heads to find ways to reduce spending in the village of Cornwall-on-Hudson, the village trustees have released a revised budget proposal that raises taxes while removing some cuts to the police and fire departments.

The revised $3.5 million proposed budget would raise taxes 2.8 percent, a result in part of a drop of $7,500 in anticipated revenue from recycling fees due to the collapse of the recycling market.

In a phone interview, Mayor Gross said that the revised budget reflects a compromise between what department heads want and the money the village has to work with. At a public hearing on the budget last week, heads of the police and fire departments objected to what they said were unfair cuts to their departments. (Read the full story here.)

The police department sees $10,000 go back into its salary budget in the revised proposal, an increase offset by a $10,000 police grant that had previously not been calculated on the revenue side.

The Storm King Fire Engine Company #2 will get back $10,000 of the $27,550 in cuts proposed earlier, but the transfer of mechanical maintenance of the fire company’s trucks to the Department of Public Works still figures in the village’s plans. The department is scheduled to lose $17,000 in firehouse maintenance, custodial, and equipment needs.

Mayor Gross said he is “cautiously pessimistic” about the future and thinks that budget revenue shortfalls could lead him to think about consolidating village departments and services. “It might get to the point of merging departments,” he said.

The mayor said at the public hearing held last week, he did not hear members of the public not involved with the police and fire departments criticize the spending cuts and if they do oppose them, they should come and speak at the public hearing scheduled for Thursday at 7 p.m.

Police chief Charles Williams says that he will be there to voice his opposition to cutting one of three crossing guards, a move that would save the village $8,000.

Fire chief Jeff Armitage said that while he is not happy with the proposed cuts he will discuss it with other members of the fire department before deciding how to proceed.

With all the stay at home, work from home, parents that I see driving all over Cornwall in the late mornings and early afternoons, and the number of people that show up to volunteer for the little league madness and pit and soccer and girl scouts and boy scouts and drama mamas and school trip chaperones, is there no one to volunteer to man a crosswalk twice a day?

I don't think is an issue of time. Why would somebody volunteer their services and have all that liability?

People volunteer to serve in a community for all sorts of reasons. What is so different from volunteering to be a Crossing Guard and volunteering to be a Fire Fighter? Where I currently live, the Crossing Guards are all volunteers - it seems a joyous job. If my work hours allowed, I'd volunteer!
