General News: Village Joins County Police Data System

The village of Cornwall-on-Hudson board of trustees on Monday voted in favor of joining a police records management system that will allow it to share background information and other records with police departments throughout Orange County.

The approval came after several months of deliberation about whether it was cost- effective to join the County Law Records Management System when trustees were focused on consolidating police services and finding efficiencies within the department.

Last week, at the trustees’ work session, police chief Charles Williams, argued again in favor of joining the system that would allow police officers to conduct on-the-spot background checks of suspects.   He noted that Orange County is picking up most of the cost of the $27,000 software system.   Cornwall-on-Hudson will pay $3,800 annually.  The town of Cornwall police department joined the records management system earlier this year.

At Monday’s meeting, trustee Barbara Gosda, who sits on the committee that oversees the police department, said that the village couldn’t afford to take on new expenses at a time when everyone is cutting back.  “We just can’t do everything,” Gosda said, referring to this and other county-backed programs they are asked to sign on to.

Trustee Rick Gioia noted that Chief Williams had trimmed his budget request for 2008 by $10,000, even though his personnel costs will go up $20,000 next year.  “I understand that you are pretty passionate about having this system up and running,” Gioia said to the chief, then asked if he could find more items to trim.

Trustees William Fogarty and Mark Edsall appeared satisfied with the chief’s promise to find small savings in other areas.  Edsall said he believes the records management system is an important public safety tool.  “If a bad guy pops up in the shared data, then its worth it, “ he said.

Mayor Joseph Gross said he was not in favor of new spending and joined trustee Gosda in voting against joining the system.  The measure passed by a vote of 3 to 2.

Would the $3,800 paid annually for on the spot checks be cost cutting,i.e.. if we were on the Town system or consolidated
