General News: Town Clarifies Position on Police Issues

In a letter to village mayor Joseph Gross, Cornwall supervisor Kevin Quigley says that his police department is willing and able to provide protection to the village when, and if, its leaders decide to abolish the Cornwall-on-Hudson department.
Supervisor Quigley wrote in the letter that it is incorrect to say the town is not interested in consolidation and asked the mayor to notify the town if it decides that police protection is needed.
Mayor Gross said that he is glad that he has received something definitive from the town, noting that he felt it was important to have a clear, written record on consolidation, which has been under discussion in the village for more than six months.
At the Monday meeting of the village board, the trustees agreed to start considering what areas of the village police operation should be studied to give them a better handle on the costs of running the department. The Division of Criminal Justice Services has notified the board that they could conduct a study of areas like patrol practices or administration once the trustees determine their priorities.
One of the costs of doing business that surfaced in the village police department’s monthly report was $2,200 in legal fees for the review of a proposed contract with the County Law Records Management System. The contract was never approved by the village because board members questioned the need for paying the annual $3,870 fee to belong to the system that allows officers to conduct on-the-stop background checks on suspects.
Mayor Gross said the legal fees are part of the cost of doing business. He said the legal review was necessary because he didn’t want to obligate the village to pay for something if it was going to consolidate police forces with the town.
The mayor said the public can expect the trustees to address how to study the village police department efficiencies at a meeting next month. He also noted that he would not act to abolish the department without a public referendum.
