General News: Noise Ordinance Requested

A representative of a national group dedicated to lowering noise is asking the Cornwall town board to consider adopting a noise ordinance.

Kay Riviello, of Noise Free America, told the board that a noise ordinance would protect residents from problems with construction crews, lawn mowers, dogs barking, music, motorcycles and boom cars.   She noted that churches and sirens are exempt from most ordinances.

Riviello came to Monday’s town board work session with Cornwall resident Jerry Wagner, who has complained repeatedly this year about neighbors ruining his peace and security.   He told the board that the proposal for a noise ordinance was precipitated by what he lived through.   After town supervisor Kevin Quigley asked Riviello to submit a written proposal, Wagner spoke in favor of action.  “I would just hope that we can all agree that nothing is not an acceptable way to go.”

The village of Cornwall-on-Hudson has a noise ordinance and Cornwall police chief Todd Hazard noted that noisy mufflers on cars and motorcycles were prohibited by vehicle and traffic laws.


Comments:

Well your move to the Village might not get you the peace & quiet you'd like depending on where you're going. We live on Rt. 218 and I gotta say it can be just as bad as 9W with the motorcycle noise. We've had large groups of dozens to hundreds come pouring down the mountain and through the village. I expect we'll see LOT's this weekend with the beautiful weather and the foliage starting.

On the one hand I don't want to see Cornwall on Hudson chase business away from our restaurants and stores, but on the other these bikes are WAY out of line when it comes to noise. I think they could easily and safely block 218 to issue noise violations to bikers. They really have nowhere to run here and I'd like to see it happen. Sorry to all you MC enthusiasts but it's time you mufflered your bikes appropriately.

im really tired of hearig people complain in this town. They complain about everything! You must have considered a noise problem while you were buying your house in that area of town? We've had noise in this town and every other town forever but now all of a sudden we must change everything and have ridiculous boards that have been made up to stop loud noises. You guys need to get a job and stop wasting time on such nonsense

I agree about RT 218. I also live on the road, right at the bottom of the hill that everyone likes to zoom down. The bikes are not only noisy, but at the point my house is at on the road they also speed anywhere from 45-60+ mph. With development comes change, and over the past 30 years traffic has picked up, even on this already busy road. I called the police one day this past summer because the bikes were doing at least 45mph and the response I got from the dispatcher was "Oh, thats ok, they are police officers, they have an escort" - literally that was the response. I pressed further and he said he would let the escorts know to tell the bikes to slow down, but that is unreasonable. Perhaps they slow down in the Village and the town, but on areas like 9W and 218 that people see as on the outskirts the safety and consideration for local residents wanes by just about everyone, not just bikes. Not all of us just purchased houses in this area; many of us have been here for decades

Tom - I moved a few years ago to Cornwall in early winter I live on a quiet, lovely road with the sounds of birds, crickets, frogs etc. In the spring, summer and fall, I get to open my windows and listen to atv's & motorcross bikes for HOURS at a time tearing up a lot near my home. I can;t enjoy dinner on the deck or enjoy hearing my kids playing out in our yard. There is only so much you can get accomplished chatting with neighbors, sometimes something more needs to be done. There are many people who have noise problems that are warranted problems....don't be so quick to judge.

I live by the golf course where they routinely use commercial lawnmowers and leaf blowers at 5am on Saturdays and Sundays. I would love for this to stop, as it wakes us up all the time. Many places have noise ordinances to help protect the quality of life for residents. I think we need one too.

noise pollution is a real health issue and since people now adays have trouble respecting others their must be laws in place.

I live along 9W and the noise from motorcycles is truly obnoxious. The problem is not that motorcycles can outrun police cars, so can Maseratis and Covettes. The problem is that neither the village, town or state police make any attempt to enforce the existing laws against loud motorcycles. There are several NYS VTL laws on the books that are routinely being violated. Just because someone wants to relive their youth by having a loud bike doesn't give them the right to bombard everyone else with obnoxious noise. If people were driving around Cornwall in cars without mufflers you can bet the police would do something about it. How absurd is it for the police to provide "escorts" during the so-called "rolling thunder" bike rides? Hundreds of illegal bikes cruising around with police escorts...that's law enforcement.
