Cornwall-on-Hudson Mayor Joe Gross has taken advantage of his first opportunity as mayor to file comments about Cornwall Commons, the planned adult community now under review by the Cornwall planning board.

Water conservation, traffic and sewer are the biggest concerns the mayor and the village of trustees raise in the formal comments submitted to the planning board on July 17, the deadline for filing comments on an environmental impact study of the development. The Cornwall Commons proposal has been in front of the planning board for seven years,

The village of Cornwall-on-Hudson water department agreed in 2002 to provide water to the project, which is expected to include 490 housing units plus commercial properties.

In its comments, which Mayor Gross noted earlier were prepared in consultation with environmentalist Simon Gruber, the village stresses that it would like to see the development conserve as much water as possible and suggests that low-flow toilets, sinks, showers, dishwashers, and clothes washers be required. It also suggests that rain water and runoff be captured in barrels for use for irrigation landscaping and lawns.

The village also asks for a more thorough study of the impact of the project on the already-burdened town/village sewer treatment plant.

In a bold move, the village also proposes that Cornwall Commons dedicate a portion of its 197 acres to a well field that the water department could tap to meet future water needs.

The village would also like the town planning board to require Cornwall Commons to do a more detailed study of the impact of increased traffic on the village, a study that would include recommendations for more crosswalks, traffic signals, and other means of enhancing pedestrian and bicyclist safety.

The village’s comments are among several submitted to the town planning board following the public hearing on the environmental impact of Cornwall Commons. The planning board must still review these comments – including those of the Cornwall Conservation Advisory Committee, Riverkeeper, the Palisades Interstate Park Commission, and other private individuals – and decide if any merit inclusion in the plans for Cornwall Commons.

Comments:

This development is going to make a huge impact on Cornwall. It is good to know that the Village is making some sensible suggestions. Traffic is going to be huge problem and there needs to be more public participation in imput. The Mayor has great ideas about including water saving technology. The positive idea of dedicating a portion as a well field is particularly insightful. I appreciate the Mayor contributing to the Public comment.

What real legal authority does the mayor have over Cornwall Commons once it is built? Say they don't want to follow any of his suggestions? What then? There needs to be legal zoning, occupancy limits and water usage guidelines that can hold water (ha) in court.
