General News: Orange County Parking Study Released

There’s plenty of parking available in the village of Cornwall-on-Hudson if drivers know how to find it and people are willing to walk a bit more to get to their final destination.

That’s the conclusion of a recent study by the Orange County Planning Department, which notes that the draft Master Plan calls for an enhancement of the business district that will require more parking resources.

The Orange County study divides parking into tiers: first-tier parking is easily accessible to businesses; second-tier parking is a bit further away but still a walkable distance from the Central Business district. The study reports that there are 58 first-tier spaces available on Hudson Street from Academy Avenue to Maple Avenue, and notes that it is only a 3-7 minute walk from Academy to the village square. It also includes 42 to 51 additional first-tier spaces on Idlewild, River and Duncan Avenues and on Avenue A.

The study also endorses the concept of shared parking, suggested that the village enter into discussions with Lulves Funeral Home, Market-on-Hudson, and the school district to use their parking resources after hours.

On-street parking, the study says, can be expanded by striping an additional 35 to 43+ spaces along Maples and Cherry Avenues. Clark and Churchill Streets, and Wilson and Payson Roads. In addition, it recommends the use of the firehouse parking lot and the lot near Quigley Funeral Home, in a shared parking arrangement.

The study doesn’t emphasize an expansion of parking because it puts more value on improving the walking environment in the village instead of on an increased reliance on cars. It also suggests improving some of the buildings in the village to make the walking experience more pleasurable.

Available parking resources can be better used, the study says, with better signs directing drivers to the municipal parking lot. (A design for parking signs in the village is currently being formulated by the Village Square Improvement Association.)

The study also suggests changes to zoning codes that would require a new business to either provide on-site parking or pay a fee for a valet-parking service.

I turned left onto Hudson from Cherry Ave. this morning and was almost hit by a Cornwall cop on his cell phone. I don't see how it's possible to put parking on Clark or Cherry, there's no visibility to people coming out of those streets as it is (similar to the Duncan Ave issue).
