General News: Tom DiCarrado Proposes Animal Shelter

The town of Cornwall is considering a proposal to move dogs in its care to the Newburgh SPCA shelter in New Windsor.

On Monday, Cornwall resident Tom DiCarrado was elected as the new chairman of the Newburgh SPCA at the same time that his plan for moving the dogs to the shelter were presented to the town board by police chief Todd Hazard.  DiCarrado earlier created the Friends of the Cornwall Animal Shelter and has long worked to prevent cruelty to animals.

The first action DiCarrado took as the new chairman was to make the SPCA shelter a low-kill facility with every effort made to socialize and train dogs to make them more adoptable.

If the Cornwall town board approves housing stray dogs in its care to the SPCA shelter, it will add to the group’s effort to bring together small humane organizations in the area.  The Newburgh SPCA plans to also work with local law enforcement to investigate animal cruelty, seize abused animals and arrest abusers.

Under the proposal made to the town board,  Cornwall would pay $8,200 annually to board up to six dogs at a time.  In addition, the town would employ its own part-time dog control officer whose job would be to pick up and deliver the animals.   

Chief Hazard noted that approximately 20 dogs are picked up and adopted out from the Cornwall shelter each year.  

The town board is expected to vote on the proposal at its monthly meeting on Monday.

Comments:

On average there are 80-100 picked up and put in Cornwall Shelter, the majority of which are returned to their owners after licensing has been verified and fines have been paid. Of those 80-100, about 12-15 a year are homeless and get adopted into new homes.
