General News: Compromise on Parking in the Business District

A compromise may be at hand for local businesses concerned about the lack of parking spaces in the village of Cornwall-on-Hudson and for local residents who object to a new parking lot near their homes. (see related story)

On Monday evening, village board members discussed how they could respond to complaints like that from business owner Ray Yannone, who says that the new patio at The River Bank restaurant has taken away valuable parking spots serving his building.

Board members were also listening to members of the public who live in that area who earlier raised concerns about creating a new municipal parking lot with ten spaces on River Avenue.

As a compromise, Bob Gilmore, head of the Department of Public Works, proposed that by just by adding striped lines at least ten parking spaces could be added on Hudson Street, Idlewild Avenue, and in the current municipal parking lot.

Gilmore said he spent an entire day walking the length of Hudson Street, measuring spaces and noting areas that could be put to better use for parking. Outside of Nicky’s restaurant on Idlewild Avenue, there is room for six spaces, Gilmore said, but only four cars, each parked erratically, filled the area instead. The municipal parking lot, if properly striped, he said, could handle 49 cars, four more than it currently is designed to hold.

Village board members debated how great the demand is for more parking, with Peter Miller stressing that the board has an obligation to businesses that are growing to provide spaces. Miller also proposed opening up the stone wall at the existing parking lot to add steps down to River Avenue.

Village police sergeant Chris Park reported that the police department conducted a study of the number of vehicles in the municipal lot every evening for two weeks in late May and early June and found a high of 30 one Saturday night and a low of three on a Thursday evening.

The trustees and Mayor Gross eventually agreed that the most cost-effective measure would be to map out the new spaces that could be created throughout the business district by striping.

The village is currently employing a crew to create new crosswalks and the trustees said they should be put to work on the creation of parking spaces as soon as possible. The new crosswalks are on Route 218 at Curie Road and two near the top of Dock Hill Road and the new trail up Storm King Mountain. Mayor Gross said the crossings were designed to “accommodate pedestrian traffic.”

For the record, DPW chief Gilmore counted 233 existing parking spots in the district, including the 45 in the municipal lot.
