General News: Mayor Seeks Input on Park Extension

February 20, 2008

Cornwall-on-Hudson Mayor Joseph Gross would like to permanently close the small stretch of road that connects Dock Hill Road to Route 218 and add the triangle of public land to adjoining Pagenstecher Park.  But he also wants to hear what local residents think of the plan.

The road, known as Dock Hill Road Extension, serves as a cut-through for drivers headed north on Route 218 who want to turn right onto Dock Hill Road.   The turn could also be made directly from Route 218 but it is a sharp turn and the visibility is poor.  To enhance that turn, the mayor says that he has asked Central Hudson to move a utility pole at the intersection.

The area of Dock Hill Road Extension has been closed since last summer while repairs were made to the stone bridge there.  A new hiking trail that connects the riverfront to Storm King Mountain also passes through the road.

Mayor Gross says that he would like to improve Pagenstecher Park, which has fallen into disrepair in recent years.  (Read about the history of the park here.)   By closing the Dock Hill Road Extension, the park would be expanded up to Route 218.  Gross is in the process of applying for an Orange County grant for funds to improve the park.

He is concerned that closing the road could inconvenience some residents and expects to hold a public hearing on the proposal.

Comments:

I actually think this would be a wonderful idea. I grew up about a block from Pagenstecher Park and can remember spending a lot of time there, mostly poking though the stream looking for creatures.

The adjacent land always seemed a bit wasted and underutilized. I think that if it were cleaned up a bit, it would make an excllent extension of what was once a very nice park.

I live on 218/Bayview Avenue and I dont feel there is anything that will make that turn easier without adding in extra traffic controls, such as a light or another stop sign. While the road is usually quiet it can be quite busy during rush hour twice a day for most of the year, and I think that would add unnecessary congestion and make the area less of the sleepy section of town that it is. The area around the extension is divided from the remainder of the park by woods, and to rally make a cohesive area some trees would really need to be cleared. I personally feel it is nice to leave some wooded areas in this town, it gives the sleepy feel that I was just referring to. The area around the Museum of the Hudson Highlands sign is a cute area in and of itself. even with both roads around it.

The road exists there because it is very difficult or impossible to make a right turn onto Dock Hill Road. It would require more than $100K to renovate the area, make a "NYS DOT" Conforming right turn lane for Dock Hill Road since 218 is a State Road and landscape the area. I hope that we don't waste any money on parks when there is all of this "new found debt" that everyone is so concerned about paying down. Get a grant or leave it the way it is.

I do not have trouble making that turn, may I suggest slow down then make that right turn it really does work. I would also hope that the police chief start patrolling 218 during rush hour it is dangerous not only to pedestrians but also to homeowners and other moving vehicles
