Below is a revised draft local law to establish a no parking area for certain lengths of Hudson Street west of Academy Avenue and west of Cherry Avenue.

LOCAL LAW NO. ___ OF 2016
DRAFT LOCAL LAW
A LOCAL LAW AMENDING CHAPTER 155 OF THE VILLAGE CODE OF THE VILLAGE OF CORNWALL-ON-HUDSON ESTABLISHING A NO PARKING AREA FOR CERTAIN LENGTHS OF HUDSON STREET WEST OF ACADEMY AVENUE AND WEST OF CHERRY AVENUE
Be it enacted by the Village Board of the Village of Cornwall-on-Hudson, County of Orange, State of New York, as follows:
Section 1.
This Local Law is enacted pursuant to Municipal Home Rule Law § 10.1(i) and 10.1(ii).
Section 2.
After hearing concerns by local residents and business owners and after a review of pedestrian and vehicular traffic patterns and safety requirements, the Village Board of Trustees has determined that the safety of pedestrians and the orderly and safe flow of traffic requires the establishment of a No Parking area on the north side of Hudson Street for 35 feet west from Academy Avenue and a 15 minute Time Limit Parking area on the south side of Hudson Street from Cherry Avenue west for two parking spaces.
Section 3.
The Village Code, Chapter 155, entitled “Vehicles and Traffic” is hereby amended at subsection 155-48.“Schedule XIII: No Parking at Any Time” by adding, below the headings in bold, the following new text:

Section 4. Separability
If any part or provision of this Local Law or the application thereof to any person or circumstance be adjudged invalid by any court of competent jurisdiction, such judgment shall be confined in its operation to the part or provision or application directly involved in the controversy in which such judgment shall have been rendered and shall not affect or impair the validity of the remainder of this Local Law or the application thereof to other persons or circumstances, and the Village Board of the Village of Cornwall-on-Hudson hereby declares that it would have passed this Local Law or the remainder thereof had such invalid application or invalid provision been apparent.
Section 5. Repeal
All ordinances, local laws and parts thereof inconsistent with this Local Law are hereby repealed.
Section 6. Effective Date
This Local Law shall take effect immediately upon filing in the office of the New York State Secretary of State in accordance with section 27 of the Municipal Home Rule Law.
