General News: Cornwall Schools Face Rising Enrollment

The number of students enrolled in Cornwall schools will rise by as much 15.6% in the next five years, according to a report presented to the Cornwall school board on Monday night.

The study, prepared by Dr. Paul Seversky, a consultant to the New York State School Boards Association, projects that the number of students could rise from the current level of 3,370 to 3,897 in the 2012-2013 school year. By 2017-2018, ten years down the road, the number of students could hit a high of 4,666, or 38.4% more than today.

Dr. Seversky looked at birth rates, enrollment patterns, intervention services that keep students in school, and the projected growth in housing in the school district to arrive at these figures. A change in any of the current trends in these areas could lead to smaller growth, a prospect that was also detailed in the report.

“Housing will have the biggest impact on enrollment of any factor,” Seversky told the board members. He said that he spoke with building code officials in all the municipalities that send children to Cornwall schools in order to understand what housing developments were planned and how they may impact the school district.

He also interviewed two realtors who did not forsee any long-term decline in the local housing market. Jackie Funck, of ReMax Realty, noted that many buyers put Cornwall on the top of their list, attracted by the school district and the family-oriented community.

Seversky’s study also showed that 20.37% of the Cornwall school district’s population was between the ages of 5 and 17 in 2005 while 20.16% was older than 55. Forty-one percent of all households in the district have children who are 18 or younger, he said.

The school district will use these enrollment projections to plan for future growth. The numbers will help project facility use, class size and program goals, according to Seversky.
