General News: Randy Clark Q&A

Randy Clark, Cornwall Town Supervisor, who is running for re-election, shared some answers to questions that he was recently asked by another news source.

1.Would you be willing to raise taxes so the Town could improve the condition of its roads-using a method other than “tar and chip”? 

Yes, no and maybe. Some roads can easily be blacktopped and would be cost effective. Others would have to have a complete rebuild because of being too crowned, have no curbing and improper drainage. For example, this year one half of the roads in Quaker Mill was blacktopped at a cost of $86,000 (less than one mile). Compare this to almost eight miles of tar and chip in Beaver Dam Lake and other areas for a cost of $96,000. It is important to realize that today’s tar and chip process is more efficient and cleaner than what used to be out there.

2.Should the Town purchase the Hand property for the expansion of the Highway Department?

The Hand property had been reviewed as a potential sight to expand the archaic highway garage in the past. Town went to contract to purchase this property, unfortunately NYMA took precedence. When NYMA settles I would like to revisit this possibility to expand not only for the highway department but as the potential for a commuter park and ride, which is needed for Cornwall.

3.Other than the steps the Town has taken to prevent the overuse of the Kiryas Joel well on Route 32, should it do anything else?

Under my supervision, Cornwall will do everything legally possible to continue to protect Cornwall’s water rights, including the possibility of filing an Article 78, enforcing a monitoring policy other than from KJ. It is a travesty past administrations allowed this to occur, when counsel notified them of the importance of securing the wells at all costs.

4. If the Town doesn’t get grants to cover the cost of repairing the Sands Ring Homestead, should it borrow the money to complete the task?
Yes and only after a public referendum.

5.What would you do to improve the appearance of the poles and wires in the business district?

Multiple conversations over the past 20 years has led to the conclusion the most cost effective way is to replace and or move the poles behind Main Street buildings. Not only is this aesthetically beneficial to Main Street but will remove the potential emergency response concerns to tenants that can’t be easily rescued due to the current wires.

6.Should employees in all departments contribute to their health insurance premiums?

Absolutely. No one department should be entitled to 100% benefits in these economic times. It is unsustainable, not fair to other employees or to the taxpayers.
