Francis Navarra

Town Justice Francis Navarra is seeking re-election to the bench as the candidate of the Republican and Conservative Parties. Navarra has served as Cornwall Town Justice for 16 years and is a partner with the law firm of Finkelstein and Partners in Newburgh, where he supervises the personal injury department.
Navarra graduated from Cornwall Central High School and became a police officer in 1971. He has served in the town and village of Cornwall but his longest stint was in the City of Newburgh Police Department, where he retired at age 36 from his position as deputy commssioner. He then served as Chief of Police in the town of Marlborough while studying for his law degree. He has been a practicing attorney for 23 years while raising three sons with his wife and coaching Little League and Youth Football.
Navarra says that one of his most important accomplishments on the bench was the creation of a diversion program for juvenile offenders. Rather than sending young offenders to detention, he often sends them to Alcoholics or Narcotics Anonymous and requires them to write about what they learned from the experience. “I can’t even count the number of kids who have gone and only two have been back in court,” Navarra said.
He speaks highly of his fellow justice, Joseph Thomson, with whom he has worked in partnership since first elected and says it is no problem for him to cover the court’s calendar while Thomson recuperates. “He never missed a court before this,” Judge Navarra said. “ He deserves to be sick once.”
