General News: Car Chase Ends in Arrest

Police say a New Windsor man lead them on a car chase while smoking crack cocaine Saturday.

According to a police report, Cornwall Police Officer Edward Manion was on patrol Saturday night when he saw a slow-moving vehicle heading south on Pleasant Hill Road. When Manion turned to follow the vehicle, he witnessed it turn around and start in the other direction. The report said Manion lost the vehicle around a curve, but saw it again on a side road, Light Cap Lane. When he tried to pull the vehicle over, the driver allegedly fled up the road.

Manion said in his report that he saw the suspect, Andrew Staples of New Windsor, turn on the light inside his vehicle and rummage through the center console several times throughout the incident. It’s alleged that Staples was grabbing for and smoking a crack cocaine pipe.

The ensuing chase, which only reached speeds between 30 and 50 miles per hour, involved police from Blooming Grove, New Windsor and New York State Police. The chase went down Orrs Mills Road, up Clove Road and through the Beaver Dam Lake neighborhood.

At one point, the Blooming Grove police tried to stop the vehicle by deploying a spike strip, however, Staples continued on even though the vehicle’s rear passenger-side tire was flattened.

A New Windsor police cruiser tried to stop the suspect by pulling in front of the vehicle, which, according to the report, swerved out from behind the police cruiser, sped up and struck and disabled the cruiser.

The chase came to an end on Route 207 when Staples’ car began to spew black smoke and eventually died. Police said that Staples had to be removed from his car and officers had to use a taser gun on him. Cornwall police charged Staples with seventh-degree possession of a controlled substance and reckless driving, both misdemeanors. He was also charged with three violations: failure to keep right, disobeying a stop sign and failure to comply with the lawful order of a police officer. New Windsor police added additional charges of driving while intoxicated and driving while ability impaired by drugs.
