General News: Water Department Needs Capital Projects

While the village board of trustees worked on the budget Monday night, Water Superintendent Robert June brought up a list of projects he’s been waiting years to do.

On the top of June’s list was buying and installing emergency generators for the well pumps on Taylor Road. June pointed out that the pumps went down during Hurricane Irene and the October snow storm, situation that could have been avoided if generators had been in place. In both cases, the customers still had water service because other water plants were able to carry the load. He added that the need for generators at the Taylor Road wells has been on the village’s radar since 1995.

The other major project is the replacement of the filter membranes at the Black Rock water treatment plant. June explained that while the plant has only been up and running for about four and a half years, the filter is about ten years old.

“From the moment water passed through the filters, the clock started ticking on them,” June said. The filters life expectancy is just under ten years, and the warranty is gone, he added.

The village board debated how to pay for the projects, but no decisions were made. The generators for the wells could cost around $200,000 and the filter membrane would cost around $140,000. Both Village Mayor Brendan Coyne and Village Trustee Andrew Argenio suggested trying to set aside money for the projects.

June said that the top two projects need to be done soon. He explained that the Catskill Aqueduct will be shut down for maintenance three times in the coming years and failure of the other water sources could mean not enough water will be produced.

“We’re coming to a point where your back’s against a wall and you’re going to have to do something,” he said.



Comments:

Mr. June has a list of five items that he would like to have included in next year's budget. He did say that he would be able to take care of two of the items with the budget that is currently proposed. We pay for water when we use the Catskill Aqueduct and it is quite costly. This year we were able to save money when the Aqueduct was down and we should be able to save even more with the three shutdowns next year. These savings should be applied toward Mr. June's needs and should be considered when working on the budget.

Capitol improvements to infrastructure = $ in the bank later on. We are fortunate to have all of these great water sources in Cornwall and it would follow that good maintenance and improvements are well worth the investment.
