General News: DPW Repairs Put Out to Bid

The Village Board of Trustees authorized the DPW building repairs be put to bid Monday, but not before a contentious discussion on whether the board should even move ahead.

Architect David Weibolt presented the bid documents for structural renovations to the village DPW building during a special meeting Monday. The documents included revised plans to put structural steel columns along the outside of the building to reinforce the building

Not every board member was happy with the presentation. Village Trustee Andrew Argenio said that the bid document didn’t reflect the true cost of the project because it listed several projects, like sheet rock and electrical work, to be done by owner. He added that the DPW was overworked due to the recent storms and might not be qualified for some of the projects listed.

Argenio said that before he voted, he wanted the engineering plans stamped by the engineer and Weibolt. He also said the Department of Environmental Conservation should be informed before excavating the area to install the steel columns because the excavated soil could be contaminated.

Wiebolt explained that the bid form included a base bid without the sheetrock and electrical work and an alternate bid that did include those costs. He also said that plans normally don’t get stamped until a bid is finalized.

“The idea there was to have an option for the village to do some of the work with their own forces,” Wiebolt said. He added that the electrical work would be a separate contract.

Trustee Barbara Gosda voiced concerns as well, saying it was premature to go forward with the bid process because air quality testing had not been done to the building yet.

Both trustees objected when the Mayor Brendan Coyne tried to call for a motion to authorize the board to put the project to bid. Argenio said he wanted the village engineer to look at the documents first, and said the board had agreed to do so. Coyne disagreed with the idea and said he didn’t believe the board had agreed to do so

“Why did we hire Mr. Weibolt then,” Coyne asked. The discussion quickly turned sour when Gosda retorted to the mayor, asking why they hired a village engineer. Trustee Jim Kane became frustrated with Gosda.

“Regardless Barbara we know you’re not going to vote it, so what does it matter,” Kane said. When Gosda and Argenio reacted to the statement Kane defended it by saying he was just stating the facts. Argenio responded to this by insulting Kane.

“We could talk about your appearance, I’d just be stating the facts” said Argenio.

Ultimately, by a vote of 3-to-2, the board approved putting the project out to bid with an addendum about removing contaminated material if necessary.

It would funny if the usual cast of characters got the Village into more hot water over the same building because of the same tendency to lunge forward without proper consideration or process.

And by "funny" I mean depressing and frustrating.

No stamped plans ,no review by the village Engineer,no DEC review for digging in a closed landfill,no results from air quality tests. I think its more of a tragic comedy.
