General News: Budget Woes Lead to Police Layoffs

The Cornwall town board voted Wednesday evening to lay off two full-time police officers and to eliminate the position of the second sergeant in the department. Council members Randy Clark and Al Mazzocca opposed the motion.

The cost-cutting move comes after the town paid out the higher wages ordered by an arbitrator earlier this year after the town and the police union were unable to negotiate a new contract.

Town supervisor Kevin Quigley said the higher wages for police officers exceeded the department’s budget and they were left with no alternatives but the layoffs.

“We’re out of money,” Quigley told News from Cornwall and Cornwall-on-Hudson. “The raises exceeded the money in the budget.” He added that the police officers knew that the layoffs were coming.

Quigley said that he is getting ready for a new round of contract negotiations with the police union starting in January. This time, he said, the town wants the officers to start contributing to their health insurance and pension plans, as well as to accept a zero pay increase for three years. “People are losing their houses and eating cat food,” Quigley said as he described the tough financial circumstances that area residents face. “The taxpayers can’t afford it.”

The layoffs take effect on September 7th.  Supervisor Quigley said the changes will not effect police coverage, explaining that part-time officers will be assigned to cover the shifts of those laid off.



Comments:

Shame on the town board. Poor financial planning leads to loss of services for dollar. One officer, a cancer survivor, the only female on the force is currently buying a house to be near her job. Now what? You saved a few bucks. Are you proud?

Yes, it's a shame that a few more people have lost jobs but I have to agree with Supvr. Quigley. People are losing their homes and barely surviving and those with jobs demand raises! Wouldn't it be nice if those with jobs weren't so greedy so jobs could be saved (and maybe even created). Ultimately, it wasn't his (Quigley's)decision, it was the union members decision.

So Agnes, because people are losing their homes, policemen and women shouldn't get what they deserve? Do you hear how ridiculous that sounds? They have to deal with every "problem" of the community. They deal with more every day that you will most likely deal with in a year or your lifetime. Payment and benefits are not "free" nor are these men and woman being greedy. They sacrifice a hell of a lot to get that small paycheck. Why don't you or your family members give up your job or paycheck to support somebody losing their home?

If people can't afford their mortgage payments, how can they possibly afford a hike in taxes? Does that sound so ridiculous? I can't believe that you are so callous as to not have concern that your neighbors are losing their homes. The PO's have good jobs, with great benefits. You have no idea what I have dealt with, like being out of work and losing my home! When people with a good job is demanding more money and benefits, that directly effects others, I think crap, why can't they make a small sacrifice to help others. Ridiculous, huh?

POLICE SACRIFICE EVERYDAY!!!!!! It is ridiculous -- so the three that were now going to lose their jobs is ok? You can't fix one problem by creating another. It is ridiculous to expect more of our men and women in blue. They sacrifice their lives! They wear bullet proof vests every day to work - do you? Do you have to attend domestics where men beat up women or parents hurt their children, or fires where people lose their homes, or accidents where people lose their lives. They go and tell the families of the loss. Do you? The miss Christmas and other holidays, do you? Some aren't home when their children awake on Christmas morning? ARe you? They were rescuing people during Hurrican Irene. Were you?
Oh, please, they more than make "small" sacrifices!
