General News: BOE Reviews Scaled-Back Facilities Plan

A revised plan for new facilities in the Cornwall Central School District that reduces the projected costs nearly 25 percent was presented to the board of education at its work session this week. The projected cost of the revised plan is set at $29.8 million, according to the district’s assistant superintendent for business, Harvey Sotland, who emphasized that this is not the final proposal but a conceptual plan that is expected to go through several more revisions. The original projected cost was $39.1 million.

Overall, the latest plan increases the number of classrooms at Cornwall Elementary school from 12 to 16 and reduces the area of two gymnasiums and a facility at the football field, Sotland said. Two bathrooms are also proposed to go along with the classrooms.

Mr. Sotland described how plans for a gymnasium at the middle school have been scaled back, eliminating a multi-purpose area that would reduce the overall square footage of the building from 59,000 to 47,000. The proposed new gymnasium at the high school has been cut more than half, keeping a full-size basketball court, lockers and three storage areas, one of which could be used for wrestling. An elevated track and wrestling room were cut from the plans, Mr. Sotland said, while noting that the proposal still addresses the primary concern of a shortage of physical education instructional space, inadequate locker room space, and the health and safety issue of virtually no storage space in the high school.

In addition, Mr. Sotland said that concerns about a shortage of seating areas in the high school cafeteria have led to a proposed 4,000 square foot addition that was not part of the original proposal.

The proposed expansion of facilities at the football field at the middle school has also changed, with the number of “home” bleacher seats cut from 2,500 to 1,5000 and the elimination of a team room in the bathroom and concession stand building. Access to the middle school is also being re-considered, with a plan for buses to enter from Mailler Avenue while private vehicles will pick up and drop off students in the front of the building on Main Street.

Mr. Sotland said that the school district will work with state education officials to determine how to maximize state aid for the facilities. “It’s a work in progress,” he said, “with no definitive timeframe because they want to get it right.”
