A set of proposals that would re-shape Donahue Memorial Park at Cornwall Landing has been completed by McLaren Engineering. Simon Gruber, the chair of the Riverfront Revitalization Committee who also works as a grants consultant to the village, has been working closely with the engineers who presented three alternative sketches to the committee last month. On Monday, Gruber spoke with News from Cornwall and Cornwall-on-Hudson about the proposals, which will be presented for public review and comment in the weeks ahead.

The McLaren proposals are part of a Waterfront Master Plan that the village of Cornwall-on-Hudson would use as a roadmap for changes at the park, Gruber said. The engineering work was paid for by a $25,000 grant from the state of New York. The drawings are the first step in a long process that begins with the village board getting recommendations from the riverfront revitalization committee and input from the public that will lead to the adoption of a version of the proposals published here.

Central to each of the three versions of the waterfront plan are pedestrian walkways in the park, an improved dock, a fishing pier, a kayak launch area and a swimming area. There are three proposed locations for the fishing pier.

In two versions, a new floating dock and motor boat launch would be placed near where they currently are located at the mouth of the stream. In the third version, they are placed closer to the yacht club. The stream area is more enclosed for swimming and the road along it is replaced by plantings and a walkway. Gruber noted that most of the riverfront committee members and Mayor Joe Gross favor moving the main dock away from the stream, which would create a quieter, more protected area for wading and swimming.

Gruber said that one of the goals of the planners is to reduce the paved areas, reshaping the roadway and adding more trees. At least 50 new trees appear in the new sketches, along the walkways and a roadway that is reduced in size. Pedestrian access is a focal point of all the proposals, which in addition to extensive walkways, features two new foot bridges over the stream, one of them connecting to a trail up Dock Hill Road.

Two of the proposals include re-locating the gazebo to a point of land near the yacht club and building a picnic pavilion where the gazebo now stands.

Once the waterfront master plan is adopted by the village board, decisions will have to be made about what parts of the plan to tackle first. “This is not set in stone, it is a conceptual plan,” Gruber explained, “we have to decide what we can really do. We don’t have any money. We need to pick what we want to do.”

In addition to the grant applied to this proposal, the village has a $60,000 grant from the state for engineering, designing and getting the permits for a new pier head, once a location can be established. Funds to actually build the pier head would have to be applied for, Gruber said. He said he still held out hope that the $226,000 grant from the Federal Emergency Management Agency could be re-purposed to use in some phase of the riverfront revitalization plan.

Mr. Gruber and committee members,
Thanks so much for these new possible plans for our riverfront. As a fan of Donahue Park, I will study them in greater detail but at first glance they look terrific!This park is such a great place and your plans all seem in keeping with its essence.
Congratulations on a great step forward for our community and again thank you all.

Now I know I must be old...
The first thing I thought of was the disruption any construction would cause.
And how long it would all take to complete. I'm going to take a nap now.

We have some very smart and artsy people in the VIllage. Next time instead of paying $25,000.00 lets put it out to the residents of the Village.
