General News: FEMA Grant May Be Abandoned

The village of Cornwall-on-Hudson is considering walking away from a $226,000 grant from the Federal Emergency Management Agency (FEMA) to improve the stability of the shoreline at Donahue Memorial Park. The grant, first awarded in 2007, was intended to build a concrete moffia wall along the waterfront.

However, after three years of studying how to make the best use of the grant, it appears that the cost of the work could be more than the grant. According to Simon Gruber, a consultant who has been overseeing this and two other grants for the riverfront, the village could end up paying to develop a plan to submit to FEMA, which includes getting a design and permits for the project. And, he said, there is no guarantee that FEMA will agree to cover any costs over the original $226,000. If it decides not to fund the project, then the village would be stuck with the bill.

New York State Emergency Management officials have told Gruber that the village could lose access to future funding for shoreline repairs as a penalty for not utilizing the grant. Several board members spoke in favor of getting the grant nullified to avoid that fate. Two additional grants for $60,000 and $25,000 are still being used for a pierhead and other planning at the riverfront.

Has COH paid McLaren Engineering Group for their "Walkability Study" yet? This is exactly the sort of design work that McLaren's Marine Division does! They're already familiar with the waterfront...

(P.S. This is enlightened self-interest. Not only would I like to see the waterfront improved, but I also work for McLaren! Not in their Marine Division, though)

Sure would be a shame to lose grant money.

First the intersection of Duncan and Hudson St in an accident waiting to happen but yes we all know that. Something will be done after someone gets killed.

Second when you walk up dock hill road from shore road has anyone noticed the erosion on the Cliffside Park side. Another accident waiting to happen.

On the happy side I was glad to see some of our sidewalks were fixed. Someone must have gotten hurt for that to happen.

Grants are negotiatable. a bird in the hand. Perhaps this could be mediated with a professional neutral party and FEMA to continue to manage the grant.
Unbelievable we truley live in Mayberry.
