There were tight lips among town council members on Monday when more than a dozen Cornwall residents tried to pry information about the status of plans for developing parts of the New York Military Academy.

At the start of the evening work session, people peppered town council members with questions about the status of negotiations with the New York Military Academy, which is seeking to develop a portion of its property to pay off a $5.8 million loan that saved it from closing earlier this year. Some wanted to know if the town was pressing ahead with its offer to purchase all or part of NYMA.

Two Options Presented to Town

Town supervisor Kevin Quigley said that on Saturday he and fellow council member Kerry McGuinness met with a NYMA board member, Wayne Corts, who together with Ray Yannone, a contractor based in Cornwall, presented two options for developing part of the property. Quigley said he had the two proposals but he did not want to answer any questions about them until all members of the town council had a chance to review them.

Councilman Mazzocca Puts His Displeasure on the Record


Even before members of the public started questioning the council, councilmember Al Mazzocca read a statement indicating he was unhappy with how negotiations are being handled without full council knowledge. “I am very upset to have to read … to find out what is happening with NYMA,” Mazzocca said. “They are promising everything and delivering nothing.”

Members of the public asked repeatedly to see the draft plans, but finally agreed that council members could go into closed-door executive session to review them first. People waited for more than an hour while council members conferred and when they emerged, they were apparently united in their decision not to discuss the two proposals developed by Corts and Yannone.

Town Purchase of Property Still a Possibility

Supervisor Quigley said that the council will submit the two development options to its special counsel hired to deal with NYMA. He also said that they are still entertaining the idea of a possible purchase as well as an easement on the property for the town.

Next Tuesday’s discussion with special counsel will likely be held behind closed doors as well. It is unclear when the details of the proposals will be available for public input.
