General News: Limits on Noise Now Law in Cornwall

A noise ordinance was adopted by the town of Cornwall on Monday night after a public hearing in which three people spoke in favor of putting limits on noisy neighbors while still questioning if the new bill went far enough.

The new town law restricts “loud and disturbing noises that cause annoyance, alarm and undue inconvenience” and specifically bans construction and demolition noise between 10 pm and 7 am on Monday through Friday and from 11 pm and 7 am on Saturday and Sunday. The law specifically exempts children’s play, recreational activities, church bells, snow and leaf blowers, farm equipment and lawn mowers from the nighttime restrictions. It also exempts celebratory horn-blowing after a sporting event, like the convoys that drive through the town and village after a win by a baseball all-star team.

Town attorney Stephen Gaba explained that the new law addresses concerns raised at a crowded public hearing in November, where people opposed limits on children’s play and activities like snow blowing and lawn mowing.

On Monday, Cornwall resident Graham Kelder said that he thought the new law didn’t have enough teeth in it to limit noise caused by outside activity at night, like people playing in a pool and listening to music. Alice Hart, of Clinton Street, also expressed her concern that the law may not have an impact on people driving cars with loud music or bands playing outside at night.

Attorney Gaba explained that if someone is cranking up the music and yelling, or if they don’t respond to a request to lower the volume, then the police could apply the new law.

Roy Abraham welcomed the new law, saying that he has been victimized by thoughtless people and that his attempts to deal with it went no where without a law on the books.

Well, now I guess 4 people in town will be happy. The three who came out to support this and Gerry Wagner. Congratulations Gerry. I guess its true what they say, the squeaky wheel gets the oil!
Good thing a few more people didn't show up, they may have considered if you blow your nose too loud while walking on Main Street.

Would this new law cover loud profane music that was once playing at the town park in which we were told there was nothing they could do.

Of course few of us will ever see the actual text of this new law - which makes it very difficult to abide by - since we really don't know what it says. Of course most laws are like this until you run afoul of them...

How does one separate celebratory from other convoys? HONK- HONK!!

Cornwall is run by a system of Cronyism. If your in the Club you get what you want.

I understand that elected officials have to take some verbal abuse. It
goes with the territory and, generally I let it go at that. However, I
thought some of the comments made should be answered.

A response to comments in the Feb. 12th edition:

To d Baiocco:--Three people showed up to support the noise law. Gerry
Wagner was not one of them. FYI--he is against it! Where were you, and
others, who are against it?

S. Wilkenson:--Wow! you have NEVER heard anyone blow their horn or
using a cell phone while driving! I'm sorry you haven't driven a car
or walked near a roadway for so long. If you do, you will see
widespread, flagrant disregard for the cell phone law.

F. Ostrander:--Anyone can obtain copies of proposed laws, board
meetings, etc. from the Town Clerk's office.

B. Langston:--C'mon Bob--You don't think anyone can tell if it is a
sport victory celebration or not?? In my 56 years in Cornwall, I've
never seen any other type of "convoy."

I. Schneider:--I resent your accusation of "Cronyism." I am proud to
be a member of a Town Board where every member is dedicated to doiing
what is right for the people of this great town! Please, give me an
example of the "Cronyism" you say exists.

I guess everyones been cooped up too long due to all this Global Warning. Sleigh riding at the Golf Course was great this morning. Tried to keep the kids from expressing their joy too loud. ;)

Wilkenson--I guess there are a lot of people (like me) who are not too bright in Cornwall because I haven't heard anyone say "What a brilliant piece of satire!" or "Wow! what a great KIDDER!" But, thanks, I appreciate your enlightening explanation.

Al Mazzoca,
There was a room full of concerned Cornwall residents that showed up over two months ago to the original meeting for the Town ordinance Law. You were present, as I was and the majority of the room was CLEARLY AGAINST it. However, it seemed to me from that meeting that the board had already made up its mind. You can see my letters to both the Cornwall Local & on this website pleading with my fellow residents to speak out against it.
Further, it was Gerry Wagner who was the start of this town ordinance. When did he change his mind and decide he is against it?
Further, no verbal abuse was present in any of my comments.
