General News: Police Chief Says Departure is Bittersweet

The clock is ticking on the departure of village police chief Charles Williams.  He informed the board on Monday night that he had submitted his resignation in Albany that morning and his last day would be September 16th. 

The village board must now decide how to fill his position on a permanent or interim basis.   Mayor Joseph Gross told his fellow board members that he has asked the village attorney to draft a memo outlining their options for running the police department following Williams’ departure.  He indicated that the board will wait until it receives a report from the state Division of Criminal Justice Studies before making any permanent moves to fill the chief’s position.  That report, which will look at the number of calls that officers respond to during each shift and recommend how many officers are needed, is expected within the next month, chief Williams later said.  Last year, the village board explored and then dropped a proposal to consolidate its police department with that of the town of Cornwall.

At Monday’s meeting, Williams exhibited some emotion about his departure, noting that “it’s been an honor and a privilege to serve the residents of Cornwall-on-Hudson.”  Williams has been in the department for 18 years. 

He admitted later that it was a bittersweet moment for him because,  while he is excited about his future role working with cadets at the New York Military Academy,  there is a finality to his move.  “I care about the people in the department,” he said in a phone interview. “and I’m concerned about the future of the department under the board.”

Chief Williams has publicly sparred with Mayor Gross about cutbacks and the board’s refusal to fill a full-time officer’s position.  

The mayor showed no ill will for past differences at Monday’s meeting as he thanked chief Williams for “his time, his dedication and the work he has put into the job.”   The crowd about 15 people in the room applauded the departing chief and the heads of the water department and the department of public works personally thanked him for all the assistance he has offered them over the years.

Chief Williams will be missed greatly by many of the Village residents, myself and my family included. We wish him much happiness in his new job. We have appreciated all his hard work and dedication to the Village, and are sad (selfishly) to see him retire.
