General News: Board Adopts New School Budget

After a rough start to the budget process, when layoffs and cuts loomed because of a drop in state aid, the Cornwall School Board adopted a $55.9 million budget on Monday night that will result in the layoff of only one teacher.

More than $1 million was cut from state aid to the school district this year and $1.3 million will be drawn from the district’s fund balance to cover costs. Property owners in the school district can expect to see the school tax increase 2.76 percent this year if the budget is approved by voters.

Cornwall Central School superintendent Timothy Rehm told the board that the new budget, which will be voted on by the public on May 19, maintains the current level of instructional programs although five teaching positions were eliminated, along with that of a library clerk and cuts to several extracurricular programs. He said that original plans to cut kindergarten teaching assistants and the coaching staff were avoided because the district moved staff around and some people retired.

Despite the uncertainty the district faced about the amount of money it would be receiving from the state, superintendent Rehm seemed pleased with the outcome. He said he appreciated the input from people in the community, including those who contacted him directly and those who worked through the School Budget Advisory Committee. “We’ve heard from a lot of voices,” Rehmn noted, “The people of Cornwall know they can interact with the board and get an answer.”

The positions eliminated in the new budget are: One full-time elementary school enrichment position, one full-time elementary school science teaching position, one full-time elementary computer teaching position, one full-time middle school enrichment teaching position, one physical education teaching position and one full-time high school library clerk postion. In addition, the middle school and high school extra-curricular activities will be reduced, spending will drop for interscholastic sports, summer curriculum development, instructional technology equipment, the high school 5:30 p.m. late bus will be dropped and clerical overtime will be reduced.

A public hearing on the budget will be held on May 11 at 7 p.m. at Cornwall Elementary School.

In addition to the budget, voters on May 19 will have the opportunity to fill three seats on the school board. Incumbents David Carnright and Barbara Manzanari will be on the ballot, along with former school board member Jeanne Lincoln, who will be running for the third seat, which is being vacated by Greg Whalen.

Dig deeper into your own pockets, don't take any raises and give up some of the extras that are hidden. How are the senior citizens of Cornwall suppose to continue living here, better yet how are our own children going to be able to set up roots here? They aren't going to be able to stay in our Town/Village andthe tax train just keeps on coming!

The School System is the Best thing about living in Cornwall. Giving the children a great start in life by offering them a decent education with teachers who do a Great Job is the most important thing we can do. If we are in such dire need to save maybe we can begin by closing down the senior citizens center. We won't need to spend the money on heating and air conditioning and they can help the children at the same time. Maybe if we can restore those cuts to the childrens education they will be able to get better jobs as adults and continue to live here.
