General News: Village & Town Keep Costs Low

How do the budgets of Cornwall and Cornwall-on-Hudson stack up compared to similar towns and villages in the area? Pretty well, according to a new report issued this week by Public Policy Institute that compares 2007 property taxes rates, debt burdens and cost of services in municipalities across the state.

When it came to the total expenditures per capita, Cornwall spent $770, well below the regional average for towns of its size. Cornwall-on-Hudson was above the regional average for villages, spending $1,919 per capita compared to an average of $1,679.

Most of the village’s higher spending rate can be traced directly to the amount it spends on debt servicing and utilities – both four times the regional averages. It made up for these expenditures by keeping other costs low, including sanitation and public safety, which hovered close to the average.

The smallest chunk of money was spent on culture and recreation – just $9 per person compared to a regional average of $137. Cornwall-on-Hudson’s taxes, including property taxes, were $708 per capita, below the average, although school taxes were not included in the mix.

The town of Cornwall fared well across the board. Taxes were $546 per capita, compared with an average for regional towns of $654. Spending on sanitation and transportation services were slightly higher than the regional average, but, again, spending on cultural and recreational resources, as well as community services, were just a fraction of that of other towns.
