The Cornwall-on-Hudson Water Department faces new challenges as both the county and the village of Kiryas Joel look at ways to address future water needs.

A new draft report from the Orange County Water Authority recommends that the village of Cornwall-on-Hudson start supplying water to Washingtonville to meet its future water needs. The recommendation is part of a 250-page master plan that looks at future water demands in Orange County and recommends a series of measures to increase the county’s water resources.

The Cornwall-on-Hudson link up with Washingtonville is presented as a priority project that could be initiated quickly to take advantage of federal stimulus package dollars. The project would entail building nearly 24,000 feet of pipeline at a cost of $6.2 million, by far the largest proposed project in the county.

Several years ago, the village of Cornwall-on-Hudson offered to provide water to Washingtonville at a time when the neighboring village was tanking in water because of a severe water shortage resulting from drought conditions. Former Cornwall-on-Hudson attorney Howard Protter says that the village proposed building an above-ground pipeline to Washingtonville to provide an emergency supply. The plan never was realized. “It rained and they got water,” Protter recalls. “It was no longer an emergency and the plan fell by the wayside.”

Cornwall-on-Hudson mayor Joseph Gross says that he has not yet read the report from Orange County but he has put in a call to the mayor of Washingtonville. Mayor Gross says that it was “a little alarming” to read about the proposal in the news media, rather than being contacted directly by the Water Authority.

Meanwhile, the village of Kiryas Joel appears to be pushing forward with its proposal to build a pipeline to tap into the New York City Catskill Aqueduct, which runs through part of Orange County. Cornwall-on-Hudson already draws on that source for some of the water in its system, in addition to several wells in Mountainville and the reservoir system in Black Rock Forest. Cornwall-on-Hudson draws water from the NYC Aqueduct at a filtration plant off Route 94.

During his re-election campaign, Mayor Gross pointed to the importance of protecting the village’s abundant water supply. He said on Wednesday that he intends to talk with surrounding communities about how to respond to Kiryas Joel’s pipeline proposal. He also said he expects to discuss the county’s proposal regarding Washingtonville with other members of the village board. The county is currently accepting comments on the draft water master plan.

It's all about the water. Legacy Ridge and the 135 acres behind it, are all about the water. Now Washingtonville and COH, all about the water. The development behind Woodbury HS, all about the water with the development at Legacy Ridge is again all about the water. Kiryas Joel and the Catskill connection..do I have to say it again...???Anyone getting this yet?

I wonder if Cornwall on Hudson can start an eminent domain procedure against the recently acquired wells by Kiryas Joel. This would at least protect the acquafier that is in that part of Mountainville and the surronding wells utilized by the Village water dept. Just a thought...
