General News: School Budget in Limbo Until State Acts

All eyes are on Albany as the Cornwall school district waits to find out how much aid it will receive for the next school year – and whether it will have to shoulder additional costs, including those for special education services for pre-school children. School district superintendent Timothy Rehm told the board that state lawmakers would like to agree on a new budget by April 1st. Once the lawmakers reach that goal, the school district would then be able to prepare a final draft budget for the board of education to review. The board is scheduled to adopt a final budget and a contingency budget on April 20th.
Among the issues to be decided by state lawmakers is whether to approve the MTA payroll tax, which would cost the district an additional $96,000. It could also be required to contribute to the fund designed to reduce the state’s deficit, according to Harvey Sotland, the assistant superintendent for business.
At Monday’s board of education meeting, Sotland also introduced the capital portion of the draft budget, which is a $102,000 increase over the current year. Most of the increase, Sotland explained, results from servicing the debt incurred for various renovation and building projects. The increases were offset by savings in maintenance contracts and fuel costs, he said. The total proposed budget the school district is currently working with for the 2009-10 school year stands at $55 million, a 1.74 percent increase over the current year.
