The village of Cornwall-on-Hudson may get three intersections re-designed, if the recommendations of a citizens group are followed.

At Monday’s village board of trustees meeting, the Village Square Improvement Committee presented a list of recommendations it has compiled after nine months of study. Barbara Gosda, who chaired the committee and who was elected as trustee in March, said the committee aimed at making the village more walkable by calming traffic and at making it more attractive.

Topping the list are recommendations to extend the curb at the intersection of Duncan Avenue and Hudson Street to improve visibility and slow down traffic. They also propose to revamp the intersections of Academy Avenue and Hudson Street and Dock Hill Road and Hudson Street, making both of them a T-intersection. State highway officials would have to approve the plans because Hudson Street is a state route.

Under the committee’s proposal the municipal parking lot would get upgraded with new lighting, new rail fencing, and paving. The entrance into the lot would be upgraded and the walkway near the bandstand would be widened.

The committee reported that it doesn’t see a need for additional parking, saying that there is sufficient parking for existing village businesses. The committee does recommend better signage on Hudson Street to direct drivers to the municipal parking lot. The group wants to see uniform signage throughout the business district and is working on a design.

Rick Gioia, another committee member who is now a trustee, addressed concerns that the recommendations might be seen as anti-business because they did not include an expansion of parking resources. Earlier in the meeting, business owners questioned whether village leaders were opposed to their efforts to open shops in the village. (See related story)

“I think it’s a pro-business plan,” Gioia said. “By slowing people down and making the (municipal lot) more apparent, people would be more inclined to stop and to shop.” Barbara Gosda said that they are still exploring the possibility of shared parking and are awaiting an analysis of parking that is being finalized by an Orange County planner.

Susan Gagliardo presented the committee’s recommendations to the board. Other committee members are Rob Kirschner, Mary Ann Rose, and Tony Missere.

I am surprised that no one has mentioned putting a rotary at the Duncan- Hudson-River Avenue- Idlewild intersection? Am I the only one who thinks this is a solution? It would defintitely slow the traffic down and make negotiating that intersection much easier for out of towners(and the clueless locals who insist on turning across the solid yellow line)There is certainly enough room in the square for circular traffic. And wouldn't it be lovely with all the flowers in a little spot in the middle :-)

A rotary has been discussed by the Village Sq.Committee, the Orange Cty Planning Dept. and is suggested in the Village Master Plan for that intersection. We even attempted to find out if the NYSDOT ever studied it for a rotary. However, when the state traffic engineers evaluate the intersection for safety that may well be considered. They ultimately have the say because Rt 218 is a state highway. My concern is that pedestrian safety, our historic buildings and the bandstand area would be negatively impacted by such a move. I think that would be a huge price to pay in our village to accommodate the flow of traffic. Barbara Gosda
