General News: School District: $54 Million in New Budget

The Cornwall School District introduced its proposed 2008-09 budget on Monday evening. It’s asking for a total of $54.1 million, a 6.37% increase over last year’s budget that could result in a projected tax increase of 3.2 to 3.9 percent for residents of the Cornwall School District.

The proposed budget encompasses $3.2 million of increased spending on contractual salaries and expansion to full-day kindergarten. It also includes an enrichment program for elementary and middle school students that calls for the hiring of two new teachers.

Other items that will cost more in the new budget include transportation, utilities and heating oil, and part-time speech and strings teachers. School district assistant superintendent for business, Harvey Sotland, presented some of these details. You can see his presentation and other news about the budget here.

School superintendent Timothy Rehm introduced the budget to the school board. He talked about proposed new programs for gifted students and noted that in previous years funds had targeted lower-performing students and those with special needs. “We are challenging all of our students,” he told the audience and board, "we are raising the bar for all of our students.”

Rehm also explained that the state was providing many incentives to begin a full-day kindergarten program. Ironically, he noted, the school district would actually lose state aid if it didn’t go ahead with its plans for kindergarten, costing the district more money in the overall budget.

The request for $54.1 million in school funding will be put to vote on May 20. Before then, the school district has announced a series of meetings where the budget – and the proposed educational programs – will be discussed in detail.

Tonight, Tuesday, February 26, the School Budget Advisory Committee will meet at 7 p.m. at Lee Road/Cornwall Elementary School.

March 10, 2008, 7 p.m., Cornwall Elementary School – Program and Administrative Component of the 2008/09 budget.

March 17, 2008, 7 p.m., Cornwall Central Middle School – Monthly Business Meeting.

Other meetings will cover the contingency budget and will include a public hearing.

Any one interested in running for a seat on the Cornwall school board may pick up a petition from the district office at 24 Idlewild Avenue in Cornwall-on-Hudson. Signed petitions must be submitted by April 21.

Three spots on the board are open. BOE member Richard Romano is the only one of the current members who has said he will not run again. The two other open seats are held by Larry Berger and Jeanne Lincoln.
