General News: Mayor Shares Water Concerns with Senate Aide

December 18, 2007

Mayor Joseph Gross is concerned about the impact of Kiryas Joel on the village’s water supply and he told a representative of Senator Charles Schumer (D-N.Y.) that “we will protect the water at any costs.”

Mayor Gross told the village board of trustees that on Monday he met with Michael Morey, who represents Schumer in the Hudson valley, together with Robert June, the head of the village water department and Simon Gruber, a village resident and specialist in water issues.

Last month, Congress approved a bill that authorized $5 million for Kiryas Joel’s drinking water infrastructure that includes a plan to build a pipeline connecting with four wells in Mountainville. The funds for the project still require government appropriation.

The village’s water department relies heavily on wells that draw on the same aquifer as those purchased in 2005 by Kiryas Joel. In October, the water department produced 34.7 million gallons of water and 28 million of that came from those wells.

“The village wants to ward off any detriment to the well fields in Mountainville,” the mayor said at the meeting to describe his position on the proposed pipeline.

Gross, who is also the chair of the village water committee, later explained in a phone interview that he is concerned about the future water supply given how much the department currently depends on the wells. He noted that it is too soon to tell how reliable the Black Rock reservoirs will be as a source for large amounts of water.

“I indicated to him (Morey) that this could become a political football,” Gross said. “We would rather not get involved, but we would fight if we have to.”

Gross said that Morey responded by saying he would go back and make the village’s concerns known to people around him. Gross mentioned that he also received a request for a meeting from a representative of the village of Kiryas Joel and that he hopes to meet him in the near future.

Meanwhile, Gross said that in executive session the board of trustees discussed consulting with a lawyer who is knowledgeable about water to see where the village might be able to go with this legally.
