General News: Proposed Water Pipeline Raises Concerns

Cornwall-on-Hudson mayor Joe Gross forsees the village getting involved in a proposed water pipeline that would run from Mountainville to the village of Kiryas Joel.
Last week, Congress authorized $5 million for a water infrastructure in Kiryas Joel, which in 2005 purchased four wells from Star Expansion on Route 32. Funding for the project would still required Congressional appropriation.
Mayor Gross said he is concerned because those wells share the same aquifer as the village water department wells on Taylor Road.
“It has long-term implications for us,” Mayor Gross said, “and we need to look at the possibility of passing a resolution to ask legislators to consider the village’s needs, too.”
He said that the board can be expected to address the issue again at its next meeting, on Monday, November 19.

As part of State Environmental Quality Review Act an Environmental Impact Assessment should be completed. I would assume that if done correctly these findings would result in a positive declaration meaning the proposed project will have impacts and that a more comprehensive assessment of impacts through an Environmental Impact Statement (EIS) should be completed. The EIS should address concerns of the shared aquifer as well as alternatives. We as citizens need to ensure that a formal and comprehensive environmental review is completed.
