General News: Notes from the Village Board Meeting

Village of Cornwall-on-Hudson Board of Trustees 12/11/17

Fire Department:
Newly elected officers for the COH Fire Department were announced and as follows

Chief: Michael Trainor
Assistant Chief: Eric Chatfield
Captain: Chris O'Dell
1st Lieutenant: Nick Loblanco
2nd Lieutenant: Andrew Stambaugh

Administrative Officers
President: Carlos Ascencio
Vice President: Tom Lyons
Secretary: Brittany Lindenberger
Treasurer: Charles Quinn
Property Officer: Charles Tonneson
Trustees: George Lindenberger, Andrew Stathes, Andrea Stambaugh, James Pacenza and Joe Cruz


Police Department:
The department made $800 from the car show this year. The Chief mentioned that many people have not been able locate the Police Department, so he made a new sign to increase visibility. The new sign will be posted outside of police headquarters. The Chief said that it will raise moral and pride in the community. At the bottom of the sign there is a dedication to the past Chief Richard Douglas. The Chief is excited for it to be posted. The board said the sign is beautiful and the Chief did an amazing job.


Public Works Department:
The town payed about $20,000 for the mower that they have had for about 6-7 years. The new leaf boxes were used to collect a lot of leaves by the gas station. There is supposed to be one more yard waste pick up, but the board will put the final decision out on the website.

Water Department:
The town was able to control the leak down the stream and dam up the pipe. DEC and the Health Department were satisfied with what the committee was doing and submitted a “boil water” notice for Hasbrook. They flushed the entire area and took samples. The results should be posted tomorrow morning. The board feels that they should have engineers come take a look at the three crossings of pipes and values. The board has to see the land restrictions because it could be on private property. The board is planing on doing replacements across the streams and/or casing them in. It is imperative because if you lose a pipe there would be very big issues. One of the first priorities is the one on Main Street. There is consideration of rerouting the pipe in the future.

Comprehensive Plan Committee:
The committee did meet at the end of November and they will find out later when they are meeting again.

2018-19 Budget:
The Mayor gave the rest of the board the first draft and realized that there will be changes regarding the water budget. Assessment taxes of Black Rock will cost more then anticipated. The Mayor said to look through it and make sure there are no errors. The board will hold a public hearing on January 8th.

Filming:
Everything went smoothly. The filming crew did not require much of the board. The board will reach out soon for updates.

Safety Committee:
Now the committee has to bring in all departments, such as the police and Village Clerk. The meeting will be in January.

Water Department Employee:
Andrew Sanders is back on the job after a six day suspension.


Holiday Festivities:
The Christmas tree lighting was on 12/3/17 and it went very well. The weather was perfect which created a large crowd.
The Storm King School was there under a new director and were very efficient and enthusiastic.
The New Year’s Eve Ball Drop will be similar to last year. The board joked that, as always the event will be the night of the 31st. The chief assured the board that there will be additional coverage for that night. Mike Trainor spoke with Cumberland Farms about staying open till the conclusion of the event to provide refreshments. The board said that was a great idea.
The Employee Holiday Gathering is on 12/15/17 at Painters.

KJ Annexation Lawsuit:
The lawsuit will most likely be closed out by next month. The board requested that KJ provides more details on the course of action if the well was to dry up. The board hopes to make progress there. When the DEC signed off on this, they didn’t ask much of KJ and the board wants to make sure everything is set.

Engineering RFP:
The board will do a resolution on this project on Monday.

Quiet Zone:
The board will be in touch with the CFX for the next steps and they will contact Skoufis about the grant.

Drug Testing:
For some reason the board did not receive an email about the updates on the testing processes. The DOT is mandating that prescription opioids be tested for starting next month. If anyone takes a drug that contains this, they must got to their doctor and get a new prescription. This is important because a positive test is positive and the board definitely wants to avoid that.

NYS Public Service:
NYS has a program to help people deal with winter energy bills. The board will read some of the program details at the next meeting.

Double Utility Poles:
The board made a slight change in the law. Another public hearing will be held for this topic.

Fire Siren:
It is about $10,000 for the installation and the siren itself. The fire department would have more control over the new siren. It will take 5-6 weeks to get the siren. A resolution will be passed next meeting.

Board Comments:
The board thanked everyone for their patience and help with the tree lighting.
